SNMPTN 2013 “A Contradictory way for entering college”

System changes in education would cause new problem in education environment especially for the students. Some people are might be confused about the implementation of SNMPTN 2013. Now, SNMPTN had been revised in almost every year in order to evaluate the system to be better. In 2013, the written selection test which had been running from the very first SNMPTN has been deleted by the government. There is no more written test, it replaced by the selection test of students’ achievement record. This action triggers many responses from public. Mostly, it happens in social media such as; Online newspaper, Facebook, Blog and so on. There are a lot of arguments and criticisms about this issue.
The first issue comes from Universitas Brawijaya (UB) which has a mission to get students and distribute the alumni students flattening at various areas in Indonesia. Prof. Dr. Ir. Bambang Suharto, MS the Vice Rector I of Academic Affairs at UB said that "If the assessment only based on grades, we were worried that only Javanese students will be admitted (Suharto, 2013 at Prasetya Online)." Besides that, the selection test can only be taken by students who have good achievement for three years. It pushes away the students who get good achievement in the mid or late semester. It forces them to enroll through SBMPTN and independent path. As we know, SBMPTN has very limited quota. It maximizes 40% or it can be less than 40% if the students who received by SNMPTN more than 60%. In other case, this is really unfair especially for the students who are low in economical status. They, who usually have a chance in joining the SNMPTN written test, now are hopeless because it is limited to those who only have a high achievement. It is also hard for them to enroll through independent path due to the high cost.
Second, the fraudulence of the test is higher than the written one because schools or teachers can modify their students’ grade to the best in order to make their students pass the selection. Actually, there is a regulation to prevent this case. Directorate General of Higher Education (Higher Education) Kemendikbud, Djoko Santoso said that there are high consequences on this new system of SNMPTN 2013, which the schools prohibited manipulating the students’ score. The risk for this case the school would not allowed joining SNMPTN for three years (JPNN.com, 2013). In the other hand, Suharto said that "Could have been that students' parents and teachers manipulate to let the report marks to be excellent since the selection is merely based on report marks." He also said that in 2013, SBMPTN path is possibly its quality will be more reliable since they are examined in national standard (Suharto, 2013 at Prasetya Online).” Even though the government and colleges have stated about the punishment and regulation for the school who try to manipulate the students’ data, but sometimes the rule loses by the brain. There are many possibilities and tricks to use a smart strategic for the school in manipulating data.
On the other side, the deletion of the written test of SNMPTN may have a good impact to the students which are now sitting in the first grade. This system gives them chance to prepare themselves from the very first. They would be more serious in studying. They would work hard to get good score and achievements in order to get the favorite college in the future. This system is really helping for them. However it is still unwise to ignore the second and third grade students. If the government really wants to change the system, they can announce it from 2012 but the implementation should not be conducted in this year. Instead they can implement it on 2014 in order to give fairness the second and third grade students in joining the SNMPTN.
Concluding all these facts, we think that the government should have revived the written test in SNMPTN 2013 and 2014. There is much unfairness in getting chance for the students. It also does not decrease the fraudulence factor from the previous SNMPTN. A test should give a fair chance to all students in Indonesia, not only for those who already have high achievement, because every person develops in different stages and education is for all.
